About the Assessment
The Shield Law Enforcement Technology Governance & Risk Assessment is designed for law enforcement agencies seeking a structured review of how emerging technology is governed and used.
The assessment addresses operational practice as well as policy. It is intended to help identify potential gaps before those gaps surface through litigation, discovery, public-records requests, employee relations issues, technology failures, or critical incidents.
What to Know Before You Begin
Agency-Level Assessment
Answer based on your agency's current implemented practice, not simply written policy or future plans.
Team Input May Be Needed
You may need information from command, legal, IT/CJIS, records, training, investigations, procurement, or others.
Explain Partial, No, or Unknown
Complete explanations allow Shield to understand the issue, evaluate its significance, and provide more useful feedback.

The Quality of Your Explanations Matters
Shield's analysis will be based on the information your agency provides. For that reason, complete and specific explanations are essential when a response is Partially, No, or Unknown.
Explain what the agency currently does, what is missing or uncertain, why the limitation exists if known, who may have additional information, and whether any corrective action, policy revision, training, procurement, legal review, or other change is underway or planned.
Brief responses such as "I don't know," "liability," "policy issue," "not sure," or similar shorthand do not provide enough information for Shield to meaningfully evaluate the issue or provide useful, agency-specific feedback.

Your agency provides information about its current policies, practices, technologies, training, data governance, and oversight.
Individualized Shield Analysis
Shield reviews the agency's responses to identify apparent strengths, potential gaps, unresolved questions, and areas that may warrant priority attention.
30-Minute Review & Consultation
Shield will contact the designated agency representative to schedule a 30-minute consultation to review the findings, discuss priority issues, and identify practical next steps.
Important — Do Not Submit Sensitive Information
This assessment seeks agency-level governance information. Do not submit Criminal Justice Information (CJI), personally identifiable information concerning suspects, victims, witnesses or employees, medical information, attorney-client privileged communications, active case details, passwords, credentials, access codes, encryption information, or security-sensitive network or system information.
Your Assessment Includes Individualized Analysis + a 30-Minute Consultation
Submission of the assessment is only the beginning of the process. Shield will conduct an individualized review of your agency's responses and prepare an analysis identifying apparent strengths, potential gaps, priority issues, and areas that may warrant additional attention.
After the analysis is completed, Shield will contact the designated agency representative to schedule a 30-minute follow-up consultation.
During the consultation, we will review the assessment findings, discuss the agency's most significant technology-governance issues, answer questions arising from the review, and identify practical priorities and potential next steps.
Required Acknowledgments Before Submission
Before submitting the assessment, the respondent will be required to review and affirm several important acknowledgments concerning the information provided and the scope of Shield's review.
The respondent will be required to acknowledge that:
- the respondent is authorized to provide the agency-level information contained in the assessment;
- responses reflect the agency's current implemented practices to the best of the respondent's knowledge and are materially accurate and complete;
- Shield's analysis will rely on information supplied by the agency and Shield will not independently verify every response, policy, practice, contract provision, technology configuration, or factual representation;
- the assessment is a preliminary educational, governance, and risk-identification service and is not a comprehensive legal compliance audit, cybersecurity audit, technical security assessment, accreditation review, legal opinion, or certification of compliance;
- submission of the assessment does not create an attorney-client relationship with Shield Public Safety Training or any individual associated with Shield;
- the respondent has not included Criminal Justice Information, personally identifiable information concerning suspects, victims, witnesses, or employees, protected medical information, attorney-client privileged communications, attorney work product, active investigative details, passwords, credentials, access codes, encryption information, or other security-sensitive information;
- Shield may contact the respondent for clarification if additional information would materially improve the assessment; and
- Shield will contact the designated agency representative to schedule the included 30-minute follow-up consultation after the individualized assessment analysis is completed.
All required acknowledgments must be affirmatively accepted in the assessment before submission.
