H.R. 10221 would restrict federal funding for covered ALPR and biometric-surveillance camera systems
The Flock-Off Act, introduced September 2, 2026, would prohibit the use of federal funds to purchase, install, maintain, operate, or upgrade covered automated license plate reader and biometric-surveillance camera systems. The proposal also reaches associated contracts, subscriptions, cloud services, databases, data-sharing arrangements, maintenance, and upgrades.
The bill is pending legislation, not current law. Its principal significance for public-safety agencies is a potential federal-funding and grant-compliance issue, separate from the constitutional questions governing ALPR, facial recognition, video analytics, and other surveillance technologies.
